This happens only when you plug-in charging cable or your touch-pad driver is outdated.
Best solution is to remove your charging cable for sometime in other OS like Linux(Ubuntu 16.04). In case of Windows 10 or earlier versions try to disable touch-pad driver and re-enable from keyboard shortcut.
This re-solves the issue of touch-pad.
